Southern Construction Framework

The Southern Construction Framework (SCF) is a four-year, £3.9 billion framework providing support and an effective construction procurement route for local authorities and other public organisations across the south of England.

A collaboration between Devon and Hampshire County Councils, the framework was the first of its kind when launched and now boasts a track record of success going back more than a decade.

It can be used by a wide range of public sector bodies including local authorities, health, education, emergency services and charities across London, the South East and South West; and covers major new build, extension and refurbishment projects of £1 million and upwards.

Midas was appointed in 2015 to two of the three SCF lots covering work greater than £1 million in the South West and projects over £4 million in the South East.

Framework Benefits

Public sector customers benefit from a proven framework providing access to a pool of 11 of the best contractors who bring with them a wealth of experience - and a commitment to using this to drive continuous improvement.

Key benefits include

  • Fast access to market – quicker than a full tender process
  • OJEU compliant competitive two-stage process
  • More effective management of project cost, time and quality
  • Added value in design and construction process from early contractor engagement
  • Support for local skills apprenticeships and supply chain
  • Focus on environmental performance and sustainability

Frameworks are about collaboration

At Midas our aim is to support the Southern Construction Framework (SCF) and our customers in ensuring the framework works effectively and delivers added value for all parties. We are a top performing contractor on the SCF, a framework that promotes and encourages collaboration between all stakeholders to deliver effectively on development projects. Using a one-team approach, Midas engages openly with the client team to ensure the successful delivery of their vision

With more than 80% of our turnover by value either delivered on a negotiated basis or negotiated following a two-stage tender process, partnering, collaboration and trust are fundamental to our business and are integral to all we do.

Our approach to collaborative working is guided by our experience in how it adds value to all projects to the benefit of all stakeholders and facilitates the delivery of quality buildings that consistently exceed expectations. To develop successful collaborative relationships, which is at the core of our business approach, we:

  • Encourage all parties to work towards agreed project objectives;
  • Share responsibility and risk to enable swift resolution of project issues;
  • Establish open communication with all stakeholders through frequent discussion and targeted workshops;
  • Report with honesty and full transparency to encourage a joint problem-solving culture.

Evidence of our positive approach toward collaborative working can be seen in the many long-term relationships we have developed with our customers and partners across the industry.

Making the most of using the framework

A number of key activities identified by the SCF help maximise the benefits of the framework:

Project inception - Early commitment by the contracting authority to the creation of an integrated project team including consultants, contractor and supply chain.

Roles and responsibilities - Identify key roles, scope of works and a timed programme of actions and outputs throughout the pre-construction phase of the project.

Embedding collaboration – Plan for agreed activities and the development of an open, collaborative culture to build mutual trust and confidence within the project team.

Pre-construction Timetable – Secure project team commitment to binding deadlines for all pre-construction activities including design, costing, risk management and programming.

Costs – Adopt an open book approach to costs; with agreed fees, profit and overheads for consultant team and contractors.

Added value locally – Set out opportunities and requirements for delivering local benefits including skills and supply chain.
